Google does not show one for every search. Short keywords, urgent needs and plain map searches often get none, and the same search can get one on one day and not the next. Questions, and "best … in …" searches, are more likely to get one.
Overviews draw on pages that clearly answer the question: a complete Google Business Profile, a website with your services and area on it, consistent listings, and reviews that mention what you do. Being named on sites that Google already trusts for the search also helps.
